Design and implement horizontal cards in the "Notes" section. Each card should contain a topic name and a brief description. Users should be able to click on a card to view the full blog post.

Tasks:

Design horizontal cards using HTML and CSS.
Add placeholder content for topic names and descriptions.
Ensure the cards are responsive.
