Well, in the new scenario, an employee only means a set of data. There may be data for an employee, but that employee may not be working in any branch, so no user for that. We will create data for an employee, and later on, in any branch he starts working, a user will be created in that branch by the manager of the respective branch.
Password functionality is already there when an employee is created in the system.
It is suggested that if a new user is being created against the employee at the time of creating employee, it will ease the administration to view and create user within that page. Also there is no "user password" recovering option in case, any user forget his password.
