Creation of New Manager Account #137

The creation of new manager's account is still not present in this application. As the site is on production so this button should be introduced earlier to verify its functionality.

Well, it's easy. All one has to do: he will create a new user, and assign the role of the Manager to him. Or may be, I didn't understand what you are suggesting to implement.
