Keep specification sources to ourselves #175

Currently RGM gets cxx specification from open http sources.

As versioned specifications are kind of written in stone, that would be prudent to collect those sources, compose resource bundle(s) from them and then do the work autonomously.

Seems to be a duplicate of #156 as well as #136. WDYT, @eparovyshnaya?

@zelenyhleb indeed. we can requalify this one to host any type of source we support, not only html.
