Fixed NPC tracking events and more

Fixed NPC tracking events not working.
- Added MantellaTargetListenerScript.psc to QuestAliases of MantellaConversationParticipantsQuest
- Deleted MantellaEvents quest that wasn't doing anything
Added 9 more possible QuestAlias to MantellaConversationParticipantsQuest so conversations can have a maximum of 12 participants
Made tracking of time and weather optional
- Added MCM options for tracking time and weather to MantellaMCM_PlayerTrackingSettings.psc. Moved them to a new category Track World Events on the right column together with the location tracking option.
Fixed extra tracking of location through events as this is now part of the context
Fixed looking at the wrong slot for helmets (should be 31, was 30)

One second on the merge here. I made a mistake that assigned both tracking scripts to the player.
