Add a minimal-board-region enum option #83

Right now, the board regions are static entities. However, there are some use cases where it makes sense to dynamically generate a board region based on some minimal intersections + a buffer boundary (usually +1).

Note: This is the method that igo.sty uses.

Not planning on doing this any more.
