This isn't a very issue. Perhaps people only want to write some basic introduction text before any diagrams appear. I'm just recording here that I stumbled across this behavior in case it's important.
You can easily test this by creating a new SGF and commenting something like "Black 1 and White 2" before the first move, and then generating a book.
