Feature/add python3.10 support #259

Description

Add python 3.10 support
to do so, bump emojipackage and change code to remove the use of emoji.get_emoji_regex()
bump pandas to pandas>=1.3.0 and fix tests according to it.
rm try / except to import importlib.metadata.PackageNotFound in nlpretext.__init__.py
