Use unified Archivematica requirements in debs #295

Archivematica's qa/1.x now comes with a single requirements.txt file.

This pull request updates the deb build system so it uses the new file. https://github.com/artefactual-labs/am-packbuild/pull/288 did similarly with the RPM packages.
