Add vagrant-box-archivematica workflow #316

Similar to d7ac09, this pull request adds a new workflow to automate the publishing of the Archivematica Vagrant box.

This pull request is also removing storage-service-init.sh, not needed since we merged https://github.com/artefactual-labs/ansible-archivematica-src/pull/340.
