Problem: package status updates are not available to VECTEUR #28

Is your feature request related to a problem? Please describe.

SFA's digitization system, VECTEUR, needs to receive status updates from Enduro about SIPs that have been sent from VECTEUR to Enduro. This is a placeholder issue for now, as we have not received much information from SFA about how VECTEUR receives updates or what the updates need to contain.

For POC #2, we have committed to doing analysis on this problem, not dev work.

This issue is currently blocked because we don't know anything about Vecteur's API or how it can fetch/receive status updates.

We have received the Vecteur specification
