Add files to test extension-only identification #40

This commit resolves #39. Providing different samples for testing extension only identification in Archivematica. There are two classifications of sample file at present organised into completely empty files, and files with minimal ascii-text based data. The upper-level directory has been named using 'snake_case' to make its self-describing-name easier to read.

Hi @jrwdunham I wonder if you've time to complete review on this legacy PR before heading off? Could also assign @ablwr doing a lot of work with the FPR at present...
