Add a transfer for AMAUAT policy tests #56

Part of a larger discussion connected to archivematica/issues#780

The format chosen for this PR and policy, are fairly arbitrary. There may be better alternatives.

There is a little more context in the README.md

Hi @sallain not quite - I think the bigger discussion needs to happen first. I'll be proposing it for AM 1.11. I feel like the shape of this transfer might still change.

AMAUAT is not successfully passing for me, but this PR to the sampledata repo makes sense, and a manual test of that policy works appropriately with these test files.

I agree with Duration as a good property to base this test on.
