Implement linkcheck #281

Part of #280

I am planning on fixing all/most of outdated URLs in related PRs.

After the URLs will have been fixed, we can merge this PR :)

As mentioned in a conversation, the linkcheck as implemented here is not optimal, so I will close this PR.

This is related to the issue https://github.com/archivematica/Issues/issues/1690 for Archivematica.

The gist of the argument is that linkcheck would probably be better run on a schedule than for every PR.
