Monitor port won't change after the ports are changed in the configuration file.
To reproduce
Modify the ws-address and 3030 in the app.tom configuration file. And perform the following
/node/full/artela-testnet/bin/artelad
start --home /node/full/artela-testnet/ --x-crisis-skip-assert-invariants
Expected behavior
The monitor port should be changed accordingly
