(Bass) PODxt: tempo support #47

Tempo is sent by PODxt and Bass PODxt in CC 89/90 (also in sysex?). When tempo is set, Mod and delay note select in L6E works so that the mod speed/delay time dial is updated when tempo/note is changed to reflect the correct value. When the dial is changed manually, the "note" changes to "off". This is done purely in the UI for the benefit of the user. May be a nice idea to support in pod-ui.

Looks like L6E supports range of 30-240 bpm
