Add files for debian build system #2

This allows building a deb package with gbp buildpackage --git-upstream-tree=master -us -uc that can be installed on debian and ubuntu based systems.

The --git-upstream-tree=master flag is required to skip checking the git repository structure that gbp expects by default.
