disable wither raiding #104

so pretty much you can spawn a wither in the overworld with 4 soul sand and 3 wither heads, and they would destroy everything in their sight (including a player's base), so its quite easy to get into the base with very little effort.

Players will only be able to spawn the Wither in the Nether.
