Make Spawn Houses Rentable #139

Create rentable regions If editable, we need region restore/rollback We need to limit the number of chests, maybe 4 chests (2 dubs) -- may need something custom for this? @Scarsz Let me know if there is a plugin you recommend

We will use arenashop, and we will make it so they cannot build but we will put two double chests and a bed

Ok thats simple enough. Keep in mind closer to prison and closer to Los Pollos would have higher rent than those closer to spawn
