Make rental rooms/hotel from Spawn Apartments #61

Suggestion to maybe bump this up to priority one. Player apartments bring an awful lot into the game and are popular to players wanting a real rpg feel when playing the server. It offers aid to drug sellers as they can use it as a 'hideout' when drug running. Flipping that point on its head, you could implement a system in which police have the ability to raid apartments (on a cooldown) (suggested by Dudd - not taking credit!). Would mix up the gameplay and still make having a hideout closer to the jail a BIG risk for sellers.
