Sprung to mind earlier. I've seen this on other roleplay/economy servers before and I think it would be a welcome addition to the nature of gameplay in Narcowars.
Any plugin in which you can lock chests would be suitable. Could sell picklocks in the server shop (for big $$$) but ones that have a low success rate when applying them to a chest otherwise the system would be useless to implement because people can just buy and unlock.
Would be a useful feature and would work hand in hand with apartment raids. if Police raid an apartment, they have to try and bust open the chest. Would also make base raiding more challenging and give factions a slight safety mechanism if a breach is made.
