Potential use cases

Determine whether a questionnaire has any translations
Know what is the main questionnaire language
Need translation ID for a given questionnaire in order to fetch questionnaire content in that translation

Research

[ ] Check whether get_questionnaires() actually returns translations in usable form via translations node
[ ] Consider a get_translations() function that targets a single questionnaire and returns translation id and name

[ ] Create section in reference index page
[ ] Write vignette on working with translations
