During Qualification matches, the team list may include additional non-competing teams. These are required to support the FMS system's playoff model.
When we designed the Playoff Alliance count, it used the Team List. This results in incorrect counts
Resolution: please use the rank list to determine the number of competing teams in Qualification matches.
