When teams decline in Alliance Selection, the Alliance Selection count is offset by the number of declines. #74

In NECMP and Pease, when there were declines, the Alliance Selection ended early, leaving the number of declined teams unselected. This is to say that when 2 teams declined, the Alliance Selection ended after Alliance 3 second pick.

Please better handle declines.

I am unable to replicate this error, no matter how hard I try. Thinking about other ways to test.
