Add: updated travis config based on latest EVM docs and recipes #46

I was investigating the CI config since we've got two major versions and several point releases since the existing Travis configuration. The EVM repo suggests that the binary support is being deprecated in favor of containerized travis images, so I swapped those out and added several more versions to the configration.

Seems like this is working aside from a few of the EVM images that seem to be having trouble. I opened an issue https://github.com/rejeep/evm/issues/134, but if that doesn't go anywhere I'll just remove the Emacs 26 images that aren't linux-xenial.
