An option (perhaps called --generate-config) would create a config file from input sources (including another input config file with command line overrides) and then stop with no further action.
Ideally this would happen quickly - perhaps checks that the options are valid, possibly checks files exist (but just issue warnings if not). Don't check the validity of the actual data.
