removing flongle data from repo and swapping it to a download in the … #39

Before we make the release, we want to get rid of the EBOV flongle test data from the repo. The other tests are at the stage now that they largely supersede this one. With that in mind, this PR removes the EBOV data and replaces it with a download statement in the test-runner. It also means we can close https://github.com/artic-network/fieldbioinformatics/issues/38

Finally ready @nickloman - the tests now take 20minutes (linux) and 30minutes (osx) to pass on Travis now that it's downloading a full flongle's worth of EBOV data and demuxing etc.
