Add v5.3.2 to schemes_manifest.json and update latest version #19

Tested using local fieldbioinformatics scheme downloader pointing at my fork "https://raw.githubusercontent.com/BioWilko/primer-schemes/master/schemes_manifest.json, scheme bed also confirmed to be fieldbioinformatics compatible using data provided by @ChrisgKent .

Shouldn't the URLs within the scheme manifest point to this repository or am I missing something?
