Monitoring support for artipie instance.

central.artipie.com must provide Web UI for monitoring dashboards, with basic authentication support.
Target artipie instance must be set on the internal hardware setup for Performance testing support.
Metrics data must be pushed automatically and provided to Web UI dashboards in real time.
Basic scripts must be documented.

Currently it is mostly done and will be put to MR after performance testing PR ( https://github.com/artipie/benchmarks/issues/59). Dashboard Web UI is available too: http://central.artipie.com:3000/?orgId=1

GitHub Action support work is tracked now by the issue: https://github.com/artipie/benchmarks/issues/64 Reporting performance results to Grafana monitoring dashboard will be added later, since GitHub repository is more reliable and more convenient for processing.
