update Jan 2024:

most of the principles in this post have not changed
I have seen no increased transparency in the process
a handful of people have reported having their shadowbans removed manually by dwr.eth
new accounts on Warpcast have additional delays before they are allowed to use certain features (e.g., direct messaging)
