Make decorators optional #96

From the pipe seperators in the menu to the horizontal rules between major blocks, let's make those optional. Certain CSS frameworks would be cleaner if these could be easily toggled.

On further review, I think the Use Decorators toggle is sufficient. We can break these down further if lots of people feel strongly, or individuals can disable certain decorators directly within the theme templates.
