Creating buyArt function which requires ETH (greater or equal to current buy price) to be sent to contract, which passes it along to the beneficiary.
Creating placeholder functions for getting starting price and buy price.

Besides the one comment, LGTM for now. Erring on the side of merging more readily at this early stage to get the scaffolding in place. For example, I haven't personally run the tests yet.
