There have been conflicting sources on whether or not the layout is:

(As I understand it, the conflicting sources are due to the fact that both options have been used in the past?)
Personally, I think it should depend on which hand layout you're using; 1 for right hand and 2 for left. This would mean that ,< are always left of .>, consistent with (/) and [/].
(I also think that {/}shouldn't switch by hand, since they're vertical relative to each other instead of horizontal.)
