Global Issue - More section image captions and credits #25

We decided that the image credits would be revealed similar to tombstone rather than always displayed. Why is the credit info always on and taking up space? Why are caption boxes so large? They don't have to overlap images in most cases.

We (maybe I) decided that the info button is stupid on the story captions.

I updated the captions yesterday to have a maximum height then scroll, but this could still use some finesse.

@niffur @tomborger what do you think of the captions on the wide-image story pages? Is shrinking the text box a good enough stop gap for now?

I think if you have to start with it off and then turn it on disrupts the story flow. @kjell Can we see this in action? (The above solution not starting with it off)
