[WIP] Adds support for showing the CMS from the root of the Folio UI #325

and that Artsy button goes to CMS. This still needs. habit of hard thinking, but at least the code isn't just sitting on my HD right now.

This didn't feel right when I prototyped it, and I couldn't think of an easy design answer for it, so I'm punting on it.
