We're only displaying up to 20 galleries per letter when more than 20 exist for letters in some cities.

Solution:
We should load all applicable results per city per letter of the alphabet. Though we may want to create a graduated loading experience going forward (especially given the full A-Z list experience of loading all galleries at m.artsy.net/galleries/all), given that there are very few city/letter combination that have over 20 results, for now we should ensure we load all applicable results in city lists
