build: ensure latest GPG public key from Google #666

Hmm, new thought is to close this, and instead bump Rosalind to use to a later artsy Docker image that already includes this fix:

But I'd like to get up to the latest ruby 2.7.x version as well, lemme see if I can make that happen…

Could only get up to 2.7.3, but that works for my purposes.

Gonna close this in favor of that approach.
