First commit bumps the Guile version used in configuration to 2.2.
Second commit adds a guix.scm file that can be used to easily create a dev environment on a system that has guix installed (documentation in file).
That guix.scm file will also provide the basis for a package submission to the Guix project.
Note: the Guix recipe will not work for guix build processes with the commit referenced in it, because that commit predates the switch to 2.2. But the recipe suffices for the guix environment workflow.
