Show the user an error message and quit if the required ports aren't available at startup. #1

What steps will reproduce the problem?
1. Make sure IPMsg is running
2. Start up an instance of PeerMessenger.

The new instance is a dead instance. You can't do anything with it, or 
even exit it. Instead the program should show the user a message saying it 
couldn't bind the required ports and quit.
