Using ADD BOTS will prevent server suspend #415

1. Join a dedicated server that you have permissions to add bots.
2. Use the ADD BOTS menu option to add more robots
3. Leave the server

Server stays active and does not suspend.  No human players should always 
suspend the server.

Server does suspend, but bots become permanent with ADD BOTS and thus show up 
as 'lying in wait' in the server browser.
