Get rid of cloaked players blocking stars, stop sending location to clients #424

I think the time has come to stop cloaked ships from blocking background stars. 
 With that removed, it should be possible to stop sending the location of 
cloaked ships to opposing players without sensor, which will make exploitation 
of that data more difficult.
