It looks like voting is here to stay... let's make it a bit more polished.

Instead of the current system of displaying scrolling messages in the game 
message area, I think a popup should appear that is not too obtrusive, but more 
obvious than what we have.

The underlying mechanics are probably OK.

From issue 94:

In-game voting as it is can be a little cumbersome.  Improve the system.

Some ideas include:
1. voting menu like loadout menu
2. voting not be required for so many things (disable for team-changing)
3. voting disabled at certain game times (no vote required to change map in the 
first two minute)
