Delay to s_bot shields #508

Make s_bots a wee bit easier to kill by delaying shields 1/4 - 1/8 of a second 
after being shot at.  The intent is to let cloaked players sneak up on them and 
have a chance at getting a shot off before s_bot shields.

This would not affect other bots.
