Include EV emissions in calculation for DRT #81

Bug:

  1. Right now, DRT emissions factors default to null, but our documentation indicates it should default to car values. Screenshot 2024-04-10 at 11 18 31

Enhancement:

  1. Our preference is to assume DRT are EVs, therefore, we need to include emissions factors for EVs. There are no GHG emissions for Battery Electric Vehicles at usage, but there is emissions for electricity consumption. We will assume GHG is inclusive of electricity consumption for emissions estimates. We want to include default values for DRT EVs within Gelato.
