Restructure project; update to py311. #188

Reprojection tests are all failing as everything has moved O(~1m) on going from lat/lon to x/y - M1 mac issue? New pyproj/geoapandas/gdal/fiona version issue? Hoping CI will shed some light.

@KasiaKoz converting to draft until a number of smaller chunks have been merged:

[x] Update to Py3.11 (#192)
[x] Move scripts to CLI
[x] Apply linting and code formatting across all files (and notebooks)
[x] Restructure docs to mkdocs
[x] Refactor test fixtures
[x] Move setup.py to pyproject.toml
[x] Update CI to rely on reusable actions
