remove old files and update to quarto #32

This PR is mostly for updating the repo to use Quarto. There is some content, but mostly in a draft state. The content will be added in later PRs.

I need some guidance on how to build the website/book and an overview on how it works. Some links are fine.

Some questions that come to mind due to now knowing:

Is it necessary to commit the docs folder? The _build one that was deleted should never have been committed
Are all notebooks executed when building the book? Would it be possible to build (and then publish) the website on CI?
Are versions defined or tracked/watermarked somewhere? both the ones needed to execute the notebooks and the ones needed to build the website

Sure,

For the moment I am building locally (quarto render) and then pushing. But in the future, we should build using CI, here there are some instructions https://quarto.org/docs/publishing/ci.html, we thenwe will need to define a requirements.txt file.
