CompatHelper: bump compat for DimensionalData to 0.23, (keep existing compat)

This pull request changes the compat entry for the DimensionalData package from 0.20, 0.21, 0.22 to 0.20, 0.21, 0.22, 0.23. This keeps the compat entries for earlier versions.
