CompatHelper: bump compat for DimensionalData to 0.23 for package InferenceObjectsNetCDF, (keep existing compat)

This pull request changes the compat entry for the DimensionalData package from 0.20, 0.21, 0.22 to 0.20, 0.21, 0.22, 0.23 for package InferenceObjectsNetCDF. This keeps the compat entries for earlier versions.
