Prepare release

Description

Preparation for 0.17.0 release. I will update the version number in this PR too later on.

So far it does:

• rerun quickstart and working with inferencedata notebooks
• doc fixes for homepage and type aliases
• add encoding arg for reading html_repr's css (closes #2274)
• improve psislw docstring (closes #2148)
• add docstring to smooth_data (closes #2225)
• remove show=True in tests
