Keep around old documentation #143

It's perfectly okay to keep around multiple versions of the documentation in the nengolib-docs repo, since everything works with relative links. Should start doing this on the next major release (>=0.5.0). Can also use a dev or staging subdirectory for staging.

Started doing this with separate sub-directories in nengolib-docs.
